Still, it’s hard not to chuckle when the subject turns to “signature strikes”—the deaths-by-drone perpetrated against suspected terrorists “where the evidence may not be that clear,” according to Robert Gates, one of 12 former or current directors of U.S. Central Intelligence interviewed for the two-hour documentary.
